The Government of the Republic of Indonesia has received financing from the World Bank toward the Indonesia Infrastructure Finance Development (IIFD), and intends to apply part of the proceeds for Event Organiser. Directorate of Government Support and Infrastructure Financing Management as the PPP Unit within the MOF has taken early initiatives to respond to the need for significant sustainable and green investments. MOF has started to develop an Environment and Social Framework (ESF) for government support, promote Quality Infrastructure Investment in PPP projects, and encourage blended finance. The GoI then urges to communicate those actions to the global investor forum.
The forum that fits to do such promotional activities and creates investment opportunities is Dubai World Expo Forum, in which President Joko Widodo has confirmed Indonesia’s participation since 2016. This forum will be attended by many international investors and many PPP related stakeholders, especially from the PPP joint office such as the Ministry of National Development Planning (Bappenas) and Investment Coordinating Board (BKPM), Ministry of Transportation, and Ministry of Public Works and Housing will also join this event. Thus, the PPP Unit in MOF discerned participation in Dubai World Expo Forum as an opportunity to promote the instruments of PPP infrastructure development to the investors and other stakeholders.
The event also becomes the initial stage towards the GoI presidency of the G20 forum year 2022 which begins by the end of this year. During the GoI presidency, the infrastructure working group will discuss asset class infrastructure, sustainable development and contribution to net zero- emission, digital and Infratech investment, and equality across regions. Therefore, the event is expected to establish synergy in broadening investor base and financier pools, stock taking issues as inputs in order to support these themes.
The DGSIFM now invites eligible non consulting firms (“Event Organizer”) to indicate their interest in providing the Services. Interested providers should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as set out in the draft Statement of Works / Terms of Reference, which can be found at the following link: bit.ly/PPP_Day_2021.
The quotations should include the following documents, which will be used as the basis for evaluation: 1) information about the firms and 2) list of contracts with similar nature and scope including brief descriptions of the assignment, relevant portfolios, clients and contact persons or references, carried out in the last five (5) years and other relevant information to establish that you meet the qualification requirement for the assignment. Interested providers must provide sufficient information to prove that they are technically qualified and capable to perform the Services.
The provider will be selected in accordance with the selection based on the Shopping method set out in the Guidelines Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011, Revised July 2014 (“Guidelines”).
The attention of interested providers is drawn to paragraph 1.6 of the Guidelines setting forth the World Bank’s policy on conflict of interest.
